The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 149 Members (148 States and the European Union) that acceded to its Statute, and 27 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.
The Small Island Developing States (SIDS) Lighthouses Initiative, launched at the 2014 Climate Summit, provides a global framework for the energy transition on islands. The Initiative facilitates coordinated support for islands to transform their predominantly fossil-based power systems to renewable energy through partnerships with governmental, intergovernmental, non-governmental, and private stakeholder organisations. So far, 34 island states and island territories have joined the Initiative.
Island partners in the Caribbean, the Pacific, and the Atlantic, Indian Ocean, Mediterranean and South China Sea regions gain access to:
- Policy and regulatory advisory services,
- Technical expertise in planning, identifying, structuring and executing renewable energy programmes and projects,
- Training and technical assistance for capacity building, policy and regulatory design, early-stage transaction, and project finance, and
- A network to share information, knowledge and best practices.
Intended Nationally Determined Contributions (INDC) were submitted by all Small Island Developing States, 14 of which have ratified the Paris Agreement, transitioning their INDCs to National Determined Contributions (NDCs). While the Paris Agreement and INDC submissions are important milestones, the challenge going forward will be turning the plans and goals outlined in NDCs into concrete actions. Countries are at different stages of planning for NDC implementation, and for many, support from the international community will be critical during this process.
Under the guidance of the Director, Country Support and Partnerships, and immediate supervision of the Senior Programme Officer, Technical Assistance and Advisory Services, the Programme Officer will support activities related to IRENA’s SIDS Lighthouses Initiative and IRENA’s climate change activities, inter alia
- Assess the role and potential of renewables and other low-carbon technology measures in the climate action plans and strategies included in the (I)NDCs;
- Provide technical advice to countries to support the implementation of the renewable energy part of the NDCs, spanning the process from policy development to investment planning in Small Island Developing States; and
- Facilitate partnerships to drive the accelerated deployment of renewable energy as part of climate strategies and plans as embodied in NDCs in SIDS.
The selected candidate will be responsible for work related to the SIDS Lighthouses Initiative and IRENA’s climate change activities, including:
- Liaise with relevant public authorities and institutions and other key stakeholders, including the private sector, to advance the role of renewable energy as a viable vehicle to address climate change in the broader context of sustainable development.
- Develop focused and policy relevant briefs on the link between renewables and climate change in SIDS, as well as on opportunities to advance the implementation of RE measures included in NDCs.
- Contribute to the technical assistance and advisory services initiative, to include capacity building, aimed at implementation of the renewable energy aspects of NDCs.
- Provide substantive backstopping to consultative and other meetings and conferences for SIDS, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.
- Perform other tasks as needed.
Good knowledge of the socioeconomic aspects of energy and a strong understanding of the multiple components that contribute to energy system transformation. Strong knowledge of renewable energy technologies, including integration of variable renewable energy technologies to energy systems . Proven ability to produce reports and papers on technical issues. Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to develop sources for data collection. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

: Advanced University degree (Master’s degree or equivalent) in the field of engineering, energy, public policy, and/or any other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
: A minimum of five years progressively responsible experience in developing and administering technical assistance programmes, establishing and coordinating public-private partnerships for accelerated deployment of renewable energy technology, structuring and implementing international collaboration with governmental, non-governmental organizations, bilateral/multilateral funding agencies and forums, designing and implementing projects with multilevel stakeholders. Specific knowledge, experience and resources in climate change, specifically in relation to small island developing states is highly desirable.
Excellent command of written and spoken English is required. Knowledge of other languages is desirable.
IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.
